Physical Appearance- Speedy looks to be a normal human being, except, you know, the super stuff. But thanks to an active lifestyle as a super... whatever he feels like, muscles do cover most of his body. His arms are particularly thick, as he spends a good deal of time drawing and shooting arrows. There's also several calluses built upon his fingers for the same reason. Otherwise there is nothing notable about his musculature, as it simply resembles the standard college athlete build, particularly that of an archer or a track runner.
There's a few scars over his body, courtesy of some close calls. His hair is also a brilliant orange color, which makes him pretty easy to identify. From time to time, Speedy has been known to wear a goatee upon his face which will also have said hue and color to it. It's a bit harder to tell what color his eyes are, but it seems to be of a greenish hue. Said eyes often have a strange glint to them, a hardness that belies his age.
Uniform- The most bada** uniform you will ever see. Period. Okay, seriously, he wears what appears to be a red, skin tight uniform, with a yellow target of sorts upon his breast. Plus he carries around a yellow quiver of arrows upon his back, generally accompanied by a yellow bow. there's also a yellow utility belt strapped over his waist. Add on yellow boots, red fingerless gloves, and bared arms, and you pretty much have Speedy.
He's got the standard mask too. Look at Robin; it's like that. the basic idea is to cover the area around the eyes while still leaving the eyes open for viewing, which is especially important when one is attempting to shoot arrows at people.
Outer Personality- One word: cocky. Let's add some more words: egotistical, chauvinistic, bit of a bada**, but still business like. Speedy acts like he has control over everything, and like absolutely nothing bothers him. People are there, and they're usable, for the most part. He'll tolerate most of them. When it comes down to actually being hired or working for a job, Speedy is all business and professionalism. With just a dash of ego.

AWESOME. Err, ego, read that as ego.
But seriously, he handles himself well on missions and such. the problem is that personally, he's a bit of a jerk and quite full of himself, often deriding his opponents. He's also been known to throw himself into situations that seem to be just a bit out of his league. There's a reason for some of that confidence, but all of it? There's got to be something there.
Oddly enough, Speedy has been known to show a practical wisdom from time to time. There have been instances where Speedy will be a source of wisdom, albeit delivered bluntly and with little to no care of the feelings of said subject. Said advice also seems somewhat reluctant, as Speedy rarely wants to involve himself in the affairs of others...
Inner Personality-
Speedy is wrestling with some major demons. For one thing, he's got an addictive personality, and knows it. Drugs, alcohol, and the general "bad things" are all dangling within the reach of Roy Harper. Thankfully, he hasn't quite stumbled, but he's been tempted a time or two. Far, far too tempted. As in there might have been some experimenting.
He's also slightly worried that he might not be up to snuff. He can't help but compare himself to Robin, and he has a constant inner rivalry with the other young man. To that end, he compares himself to the "boy blunder" often. That's probably part of the reason why he constantly acts like he's in complete control and knows it all. Not that we're analyzing or anything here.
It will take a good deal of work to get past the outer shell and uncover all this. It is possible that a kinder, gentler version of Roy is hiding underneath that shell, but this bit has yet to be uncovered. Even Green Arrow has not yet been able to understand the full extent of Roy's range of emotions.
Powers/Abilities- None, really. Speedy's abilities are a pure skill based thing. He can use most weapons proficiently; meaning that he can grab nearly anything and fight at a fair rate with it. however, he prefers ranged weapons: archery being at the forefront. He can also use firearms with remarkable skill, but he chooses a different path.
Speedy has also received fairly extensive combat training. This involves not only the aforementioned weapons training, but also hand to hand combat. He doesn't have quite the skill that some other people have, but he has received enough to handle his own in a fight.
Weapons- Bow - The bow is fairly standard archery equipment, only modified to be of use in hand to hand as well as long range combat. Plus the device is a helluva lot more durable than your standard bow. Standard size, being roughly three feet in length when fully strung. It can be instantly unstrung and snapped back in order to be better used in hand to hand situations. Outside of that, it appears for all intents and purposes to be a normal bow.
Arrows - The arrows differ in effect, much like a certain someone's utility belt (no, he doesn't steal from Robin; there's just a lot of coincidence, I swear). But they do seem to cover the gambit in utility; he just can't carry all that many. As such, he has to choose his armaments carefully, selecting the arrows that would be best for the job at hand. Various effects including freezing, flaming, electricity, netting, poisoning, and paralyzing. If someone could have thought of adding it to an arrow, Speedy has probably done so.
Gadgets and Gizmos- see above. it's chancy whether his suit emits an EMP though...
History- Unfortunately, Roy seems to have the standard origin story for orphans. His parents were killed by a crazed villain, and he wound up being picked by Green Arrow to help out. He did, proving his skills at archery in doing so (his family were sports shooters, and Speedy had been training for some time). Since then, he did some training with Green Arrow, till the latter was tapped for the JLA.
Left more or less alone, Speedy was uncertain as to what exactly to do with his skills and training. He first considered joining the Titans, which seemed to be what Green Arrow would have wanted. However, Speedy didn't quite like the idea of being part of a team, and there was something about the current makeup of the group which bothered him. Besides, he wanted a chance to prove his skills without having to report to anyone for a while.
To that end, he set out to begin selling himself as a mercenary of sorts. He takes whatever jobs come his way, doing his best to fulfill his end of the contract. When it comes down to it, Speedy has become something of an honorable mercenary. He does seem to favor jobs that he has a "good feeling" about, but that doesn't exclude him from getting into trouble from time to time. Naturally he drifted toward Jump City, having heard plenty about the Titans base being there, not to mention the crime and general chaos that seem to be springing from that location.

"Well, it doesn't look as small as I'd figured," muttered Speedy. He sighed, shifting back on his heels and squinting. The streets of Jump City were spread beneath the young super, cars whizzing by. The noises and smells of the city wafted up toward Speedy, dimming some of his senses. His eyes worked perfectly well though, and some of the sights made his fingers start itching.
"I'll do better than him, at least," insisted the young man. He dusted his hands off, stretching to a fully upright position. Smirking he reached behind his back, retracting an arrow. He casually gave it a few spins before balancing it on a few fingers. Balance was perfect. Awesome. This should be a breeze. Another shift, and he swung it back into his quiver.
"Show time," whispered Speedy. With that, he jumped back, dashing over the tops of the street and heading on his way.
